Update going live for non-insiders as well

Windows 10 cumulative update KB4505057 was originally released by Microsoft to fix the gov.uk bug in the May 2019 Update (version 1903) for insiders in the Slow and Release Preview ring.

On May 20, however, the software giant rolled out the same cumulative update to non-insiders too, bringing exactly the same fixes to all devices that have already been updated to the May 2019 Update.

At this point, Windows 10 May 2019 Update, or version 1903, is in the final testing stage as part of the Slow and Release Preview rings in the Windows Insider program. The update reached the RTM phase in late April, but Microsoft wants to use the two rings for additional testing that should help the company discover any last-minute bug that might exist in the OS.

In the meantime, however, the RTM build was also published on MSDN, so a number of devices have already been updated to Windows 10 May 2019 Update without being part of the Windows Insider program.

These systems are thus getting the new cumulative update as well, after it was previously pushed to insider devices only.

Two fixes in this update

As per the official changelog, there are two different improvements in this cumulative update:  

Addresses an issue that may prevent access to some gov.uk websites that don’t support HTTP Strict Transport Security (HSTS) when using Internet Explorer 11 or Microsoft Edge.
Addresses an issue in which installation may fail with the error, "0x800f081f - CBS_E_SOURCE_MISSING."
  Installing cumulative update KB4505057 on a device running Windows 10 May 2019 Update pushes the OS build number to 18362.116. You can check the version of your Windows 10 installation by typing winver in the Start menu.

The May 2019 Update should roll out to users worldwide anytime soon, as Microsoft originally promised to ship it to the first devices in late May.
