The developers do recommend a co-op experience

Players should be able to complete the upcoming Tom Clancy’s The Division 2 all alone, without needing extra players in co-op, the developers have revealed.

Games such as Tom Clancy’s The Division 2 are built upon a narrative and the gameplay is usually described as PvE (player versus enemy.) The problem is that whenever developers implement this kind of gameplay, they also tend to make the games harder so that players need others to get through the content.

The same was somewhat true for the first Division. While a good part of the campaign could have been completed without the help of friends, the game was much easier in co-op mode. Only having someone who could revive you is extremely important. Also, the loot dropped is always of much better quality when playing with other people.

More support for a solo campaign

The term single-player is greatly suited to describe the idea that you can finish a game by yourself. On the other hand, The Division is never promoted as a single-player game, and for a good reason. I suspect that The Division 2 will be marketed as a co-op title, and there will be some statements made somewhere that you play along if you want to.

Game Director Mathias Karlson talked with the AusGamers, and this question came up. Will people be able to play alone? The answer is yet, but the emphasis is still on co-op multiplayer.

"You can play through the entire story campaign into end-game and [then the] end-game [content], alone. [But] you can also do the same content [in] two, three, or four player co-op. Or eight player co-op, two full groups in the raid if you opt into the challenge that we're adding. So it's very important for us that you get to pick."

Tom Clancy’s The Division 2 is scheduled to be released on March 15th, 2019, for PC, Xbox One, and PlayStation 4.
