It might work on the R9 290 too, if the board uses the same PCB

Custom Radeon R9 290X graphics card designs aren't allowed by AMD yet, but nothing's stopping consumers from buying other coolers and installing them on their own. Especially water blocks like the VID-AR290X from Koolance.

The newcomer is made just for the new Hawaii-based AMD graphics adapter, and has the primary block made of nickel-plated copper, plus fittings made of nickel-plated brass. The bolts are made of steel.

The block section above the GPU area has a micro-fin lattice, but the coolant reaches the memory, and VRM areas as well.

Furthermore, the top comes in two versions: clear acrylic and opaque acetal.

The full weight of the new product is 910 grams / 2 pounds. Koolance should start selling the product soon, with G 1/4 BSPP threading fitting. No price is known, sadly.

If the Radeon R9 290 uses the same printed circuit board as the R9 290X, the Koolance water block may work for it too.
