TUL Corporation claims that its latest PowerColor X1950 SCS3 is the best performing noiseless graphics card in the world. Although integrating a passive cooler, the new model still sticks to the original ATI specifications with the core running at 575MHz and the memories clocked at 1380 MHz. The card includes 256-bit 256MB GDDR3 (theoretical memory bandwidth = 44.2 GB/s) and 36 pixel processors, supporting VIVO and HDCP connectors as well as being Windows Vista ready.

In order to provide the noiseless cooling solution, PowerColor has partnered with Arctic Cooling. This resulted into a specially designed silent cooler featuring 4 heat pipes, an innovative voltage regulator heat sink, memory coolers and taller fins. According to PowerColor, the noise level reaches 0 sone, while the original stock cooler reaches 2.5 sone. In full load, the temperature level ends up under the stock cooler's 670 C, stabilizing at around 630 C. As you can see from the image above, the passive quad-pipe cooler is actually larger than the graphics card, covering it entirely.

The silent PowerColor X1950 PRO offers support for dual-link DVI link coupled with High-Bandwidth Digital Content Protection (HDCP), allowing the current video processing hardware to provide compatibility with the likes of Blu-ray and HD-DVD applications at 1080p for HDTV resolution. In addition, the card also supports H.264 playback thanks to ATI's Avivo Video & Display Engine.
