CEO Steve Ballmer said with every single occasion that Windows 8.1 was specifically designed to address customer feedback, but another company exec is now emphasizing Microsoft’s commitment to get closer to its users.

Windows Phone head Joe Belfiore said in a statement that future Windows Phone versions would be entirely based on users’ opinions, reiterating Ballmer’s words that Microsoft is now a company whose relationship with users is a priority.

“We’re definitely here and paying attention to what you folks are asking for… keep in mind the trick for us is balancing things that make EXISTING devices better for you, our enthusiast users, versus things that create new devices to sell to a broader audience,” Belfiore was quoted as saying by WMPowerUser.

The company’s big honcho, on the other hand, claims that Windows 8.1 is already the living proof that Microsoft listened and learned, hence the improvements it made to the operating system.

“It really speaks to the feedback that we've gotten. It builds on the exciting new user interface, the embrace of new platforms, the new programming model. But we've also suggested the feedback that we've gotten from people on how it works in the enterprise, what we need for serious desktop users, and I think you'll be incredibly impressed by the work on Windows 8.1,” Ballmer stated.

Of course, the CEO pointed to the Start button, as Microsoft has brought back the feature in Windows 8.1 following intense criticism from Windows 8 adopters.

The Start button is here, but it only gets users to the Start screen. And still, the new Start button is completely different from the one you know, as it no longer launches a Start Menu, but instead gets users to the Start screen. Microsoft claims that the Start screen is here to stay, especially because it’s a much more helpful replacement for the traditional Start Menu, allowing users to launch both Metro and desktop apps with just one clicks.
