Currently, there are more than 200 million mobile users in India, which means less than 20% of its population, so in the next years the number of mobile subscribers is expected to grow quickly. Samsung (as well as all the other important handset manufacturers) is aware that affordable phones account for an important share of the global market, and emerging markets like the Indian one definitely need phones like this. That's why the South Korean company will continue to offer entry-level devices, answering the needs of users who don't want or can't afford expensive handsets.
