It's no longer possible to do a one-on-one FaceTime call

Users are now reporting more issues with the Group FaceTime feature on their devices running Apple's latest stable iOS mobile operating system.

In late January, a teen discovered a major security flaw in Apple's Group FaceTime feature, which affected all supported iOS versions and could allow anyone to spy on his or her contacts without them even knowning and without answering the FaceTime call.

The security vulnerability was patched by Apple after a week with the iOS 12.1.4 software update for iPhone and iPad devices, as well as the macOS Mojave 10.14.3 Supplemental Update for Mac computers. But it doesn't look like Group FaceTime works like before.

According to MacRumors, many users are now reporting an issue with the Group FaceTime feature on their iOS devices where they are unable to initiate a one-to-one FaceTime call due to the "Add Person" button being inactive, greyed out.

Apple is aware of the issue, doesn't know when it will be fixed

Right now, Apple appears to be aware that the "Add Person" button in Group FaceTime isn't working as expected, but has no idea when the issue would be fixed. As such, the only way to do a one-to-one Group FaceTime call is to add at least two people, not one.

If you've updated to iOS 12.1.4, it's still possible to downgrade to a previous version, such as iOS 12.1.3, where the Group Facetime feature worked as expected, but it isn't recommended due to that major security flaw putting your privacy at risk. The issue also affects Mac computers running the latest macOS Mojave 10.14.3 release.

The issue isn't fixed in the latest iOS 12.2 beta release, but we believe Apple will address it as soon as possible. Meanwhile, you'll have to use this temporary workaround or use another app that supports video calls and group chats, such as Skype or Viber.
