The game doesn't have any issues on Steam though

If you happen to be an Xbox Game Pass subscriber, you probably can't wait to play Halo: Reach, the game that Microsoft decided to make it available for free to all members of its gaming service. Halo Reach launched on December 3 on Microsoft Store and Steam at the same time, but while those who bought the game through Valve's digital distribution store don't have any issues, Xbox Game Pass members can't boot the game through the Xbox app.

Fortunately, we have a workaround that guarantees that you'll be able to play Halo: Reach, assuming no other issues will affect the game. Anyway, the main issue that Xbox Game Pass members have with Halo: Reach is that the game doesn't boot up when you try to launch it from the Xbox app.

Reinstalling the game will not fix the issue, but we do have a solution until Microsoft does manage to address the problem. The workaround involves pressing the Windows key and searching for “Halo: The Master Chief Collection.” Basically, you will launch the game via the Start menu rather than the Xbox app. Make sure that you choose Halo: The Master Chief Collection launch shortcut, not the Halo: MCC Anti-Cheat Disabled.

Weirdly, the game boots up that way, but it will be stuck on the splash screen for a few good minutes. Don't close the game even if it appears to be stuck, just wait a few minutes (no more than 5) and it should finish loading and get you into the menu. During this time, the soundtrack will play in the background, so you'll know that it's not really stuck.

You can even create a taskbar shortcut for Halo: The Master Chief Collection to launch the game quicker. Simply right click on the game's launch shortcut in the Start menu and choose to pin the title to taskbar.
