Tagging support for WAV file format, fixes ID3v2 handling bugs

It is only the first beta for foobar2000 1.1.9, but it comes with a long-awaited feature, tagging support for WAV files. The possibility to metadata for this audio format has been in demand for years in foobar200.

Lack of this feature caused many users to shift to other audio players, MediaMonkey in particular, which could write data in WAVs, since converting entire collections of music to a different format would not be a pleasant option.

Along with this change, Foobar2000 1.1.9 beta implements experimental support for 16-bit floating point (“binary16”) WAV items. One issue spotted in the previous version of the audio player is ID3v2 handling, which is now fixed.

Although it may not look like it, foobar2000 is an extremely powerful audio player that comes with a customizable user interface. It relies on open component architecture that allows third party developers to extend functionality through add-ons.
