The issue is related to the DateTime.Parse(string) function in C#

Microsoft’s Windows Phone 8 operating system still has some issues that need to be taken care of, including one that apparently breaks some apps in various regions worldwide.

The bug is said to be related to a common function in the C# language, namely DateTime.Parse(string), which will deliver a FormatException (String not recognized as a valid DateTime), and to affect only Windows Phone 8 users in Italy and South Africa.

The problem appeared on March 1, a recent article on WPCentral notes, and has a workaround available, which requires for users to go to the phone's settings screen and change the regional format setting to another option, provided that they are in an affected country.

Apparently, the issue has been found since last year, and might stay here until the end of March, at least this is what a post on stackoverflow.com reads.
