The new Beta build has been tagged as 13A4305g

Immediately after having published details about the fourth Beta build of the anticipated Mac OS X 10.11 "El Capitan" operating system, Apple has started seeding the iOS 9.0 Beta 4 build, tagged 13A4305g, to developers enrolled in the Apple Developer Program.

The fourth Beta build of the upcoming and highly anticipated iOS 9 mobile operating system for iPhone, iPad, and iPod touch devices is available for download as IPSW images for selected users directly from the Member Center of your Apple Developer account.

Those who aren't enrolled in the Apple Developer Program will be able to update their Public Beta version of iOS 9.0 in the coming days, when Apple will seed it through the OTA (Over the Air) updater. A tutorial about how to install the iOS 9 Public Beta on iPhone, iPad, and iPod touch devices was written by us a few weeks ago.

However, we remind everyone attempting to install the Public Beta build that it's a pre-release version of the forthcoming iOS 9 mobile operating system and it has not been designed for production devices. We repeat, do not install iOS 9 Public Beta on your iPhone, iPad, or iPod touch devices if you care about stability.

Check the iOS 9 compatibility list before installing

If you still want to install iOS 9.0 Beta builds on your iPhone, iPad, or iPod touch devices, we strongly recommend that you first check out the iOS 9 compatibility list. If and only if your device is supported and you have made a backup of your important data, you can attempt to install this development version of iOS 9 operating system.

Once again, we remind you that, once updated to iOS 9, an iPhone, iPad, or iPod touch device cannot be restored to a previous version of the operating system, such as iOS 8. For more details, we recommend reading the information provided by Apple on your developer account.
