In other words, the Vivaldi 1.4.589.41 stable update is now available, and it appears to have been released only for GNU/Linux platforms, including Ubuntu/Debian 64- and 32-bit distributions, as well as RPM-based OSes. The update adds a patch to make Adobe Flash work for more users with different configurations by changing the locations the browser searches for the Adobe Pepper Flash (PPAPI) plugin.

This ensures Flash works for even more of you," said Ruarí Ødegaard, Linux QA and Testing at Vivaldi in the blog announcement. "This update is only for Linux users. You will receive it via the normal update process provided by your distro or if you can't wait, you can download it directly from us."
Installing Adobe Flash on Ubuntu and RPM-based distros for Vivaldi
The Vivaldi web browser is not so different from Opera or Chromium, on which it is based after all, so to view web content powered by Adobe's Flash technologies, you'll need to install the official Adobe Flash Player package. On Ubuntu systems, all you need are the two lines of commands listed below. After you've installed the Adobe Flash Player plugin, make sure that you restart the Vivaldi web browser.

sudo apt update && sudo apt install adobe-flashplugin
On RPM-based distributions, such as OpenSuSE or Fedora, you'll need to install the official Adobe Flash Player plugin from the repositories. However, if you can't find the Pepper/PPAPI Flash plugin there, you can use Ruarí Ødegaard's script, which should work well on a lot of Ubuntu-based distros and other Linux OSes.
