Apple quietly released a new firmware update for users of an iPhone or iPod touch, one day after launching new version of its iTunes application. According to the release notes, iPhone OS 3.1.3 delivers a few tweaks and enhancements, as well as fixes for a number of security issues found in earlier versions of the iPhone software.

“[iPhone OS 3.1.3 Software Update for iPhone and iPod touch] contains bug fixes and improvements, including the following,” Apple says.

• Improves accuracy of reported battery level on iPhone 3GS;
• Resolves issue where third-party apps would not launch in some instances;
• Fixes bug that may cause an app to crash when using the Japanese Kana keyboard.

All iPhone and iPod touch models are supported by this new update. While iPhone owners have always had the privilege of downloading every software update for free, iPod touch users need to pay for their major updates. As such, if you own an iPod touch and haven’t updated with the release of OS 3.0, you’ll have to pay around five bucks for the update. Those who hopped aboard the 3.0 train can update for free.

iPhone OS 3.1.3 comes long after the release of version 3.1.2, which also delivered fixes and enhancements. Apple and iPhone developers are now working with two different versions of the iPhone OS in parallel – 3.2 for the iPad, and now 3.1.3 for the iPhone and iPod touch. Enrolled devs have been advised to start developing for the iPad (set to launch in March) using the new 3.2 iPhone SDK.

The company’s Downloads section is also featuring the iPhone SDK 3.1.3, for developers keen on sticking to iPhone development. As usual, iPhone owners can download their appropriate 3.1.3 IPSW update / restore file right from Softpedia. Since iPod touch updates are paid, iTunes is the way to go for owners of the sleek portable player. Later today we’ll be looking at the new iPhone OS more closely, regarding security, jailbreaking, and more.

I downloaded the zip file few times and saved it on desktop, but when I search for it as an ipsw file, i can't find it. I unzipped the file and all I get are

- .dmg files
- .plist files
- .fseventsd folder
- firmware folder which has an all_flash folder and a dfu folder

No ipsw file to be found anywhere that I can use... help????
