Children under 13 will need an approval from their educational institution

Kids under 13 will be able to own and maintain their own iTunes accounts when iOS 7 ships this fall. The only requirement is to have a request from an “approved educational institution.”

This amendment can be found in the iTunes Terms and Conditions, which state (emphasis ours), “These App and Book Services are only available for individuals aged 13 years or older, unless you are under 13 years old and your Apple ID was provided to you as a result of a request by an approved educational institution.”

The Terms and Conditions also mention that users who are 13 or older, but under the age of 18, need to carefully review the Agreement with their parent or guardian “to make sure that you and your parent or guardian understand it.”

Schools will be tasked with handing Apple "verifiable parental consent for personal Apple IDs for students under age 13." iOS 7 will also mark the opening of an App Store Volume Purchase Program for educational institutions.
