PC users will get the big update and then the add-on

Batman: Arkham Knight developer Rocksteady Studios confirms that its main priority right now is to address the remaining performance issues of the game on the PC platform, and that after these are resolved, the Batgirl DLC will be released on that platform.

Batman: Arkham Knight launched at the end of last month across PC, PS4, and Xbox One. Unfortunately for fans of the Caped Crusader on the PC, their version of the game suffered from huge performance problems and many other glitches. This led Warner Bros. to suspend the game's sales while Rocksteady is fixing all the problems.

Fixing the PC version is still the main focus, and DLC isn't the priority

After having released the Batgirl: A Matter of Family DLC for Batman: Arkham Knight on PS4 and Xbox One, Warner Bros. makes an official statement on the forums, confirming that PC users will get the add-on after the problems are remedied.

Rocksteady is working hard on addressing all the performance issues, and in order to achieve this as fast as possible, it's not working on bringing the DLC just yet.

Last but not least, the publisher also mentions that it's identified solutions to quite a few of the aforementioned problems, so things shouldn't take long.

"Our continued focus on getting the right PC fixes in place for the main game has had an impact on the development of all DLC content for the PC version of the game. We apologize for the delay and only want to make sure that any content that we offer is up to the standards that PC players expect. Addressing the PC performance issues is still our top priority and at this time, we believe we have identified a number of fixes for the larger issues that were affecting PC players at launch."

In a previous statement, Warner Bros. estimated that a few weeks were still needed to release the next big update for Arkham Knight on PC. However, it's unclear if fans could get the patch this month or in August.
