CEO Steve Ballmer wants Microsoft to step away from the software giant concept that made it such a powerful company and migrate towards a devices and services approach that could boost sales on the long term.

Analysts, on the other hand, think that Microsoft should still keep the focus on Windows, pointing out that 8.1 is an essential product for the reorganization plan Ballmer announced a couple of days ago.

"I think it's going to be more of a realignment around devices and services," said Rick Sherlund, an analyst for Nomura Equity Research. "Windows code is in everything, so I think this will be about aligning resources and management that optimizes efficiency and focuses strategy on that."

Ballmer seems to know this very well and said that Windows 8.1 is the living proof that Microsoft is listening to users. The return of the Start button, a boot to desktop option, and all the other customization options are signs that Microsoft has learned its lesson and is now trying to get closer to users, Ballmer said with several occasions.
