This appears to be an older build that's now being tested by partners

Screenshots showing a new build of Windows 8.1 have reached the web a few hours ago, revealing that Microsoft partners are now testing a new version of the upcoming Windows 8 refresh.

Still, this actually seems to be an older preview build of Windows 8.1, as Microsoft has reportedly completed the development of the public beta scheduled to be unveiled later this month at BUILD.

This particular beta version already includes a Start button that's always visible on the desktop, so as we can all see in this screenshot, this highly-anticipated feature is missing from the OS.

Just as Microsoft confirmed this week, Windows 8.1 will bring the utterly popular Start button back, but instead of launching a Start Menu, it will actually serve as a simple shortcut for the new Start screen.
