Fight Shocker again

Shocker just won't go away. You can see him again even though you have previously defeated him. Sometimes in a City Event, Shocker will appear and you must fight him, but not in a boss battle though. He will act just like any other street thug, but has some very powerful blasters which make him stronger than all street opponents. Boomerang is also known to appear in a City Event.
