Twitter is still having trouble defining itself, but that hasn't been a problem so far, users have been more than willing to do it for the site. But while it figures out its role in the ever-shifting web landscape, it's also figuring out how to make a leaving.

In an effort to boost its advertising business, Twitter is making it possible to target specific audiences in promoted tweets. Advertisers can have a tweet only show up to users in a specific location or only those using mobile devices.

It's a useful addition that should enable brands, companies and small businesses to better leverage Twitter at the local level.

While a lot of what's happening on Twitter has to do with global events and large discussions, the tool is very useful in smaller groups as well. While there are some ways of keeping the conversation local, Twitter could do much better in this department.
