When you start to design a website, the most important aspect you should have in mind is the size of your webpages. If you make web pages having large file size then the time needed by the browser to load them will be higher. The goal of any web designer is to have instant loading webpages. No matter the type of information that you present on your website, there are some simple rules to follow in order to obtain the desired minimal or an optimal loading page time. In the first place you must use clean
code.

You can improve your web pages with optimizers that will also check the code and validate it. The loading page speed depends on many factors: visitors bandwidth, type of browser, the speed of server processor, size and structure of your web pages. You can choose a web hosting service that provides high speed servers and to optimize all aspects that influence the size and structure complexity of your web pages. You can control the pages' loading speed by eliminating unused code, animations, any server side script that is not needed.

You can replace flash animations that are resources consuming scripts with javascripts or gif animations. Images must also be optimised for web use. In fact, it is recommended to use a static image instead of an annoying animation. For your web site design you can use CSS templates that are table less and even can provide you substitutes for heavy graphic image use. You can also try to minimize the use of a high number of multimedia files (audio and video files). In conclusion, you must always calculate your web page size, given its content.

You must also test your webpages in different browsers to compare the different loading speeds and to perform optimization actions as a consequence to obtain a minimal medium page loading time for all browsers. In case you use a content management system, the use of caching mechanisms has a great influence over the page loading speed. You can also test your web page loading speed with an appropriate application on your computer or online.

I would also recommend to use this online free tool - http://Site-Perf.com/

It measure loading speed of page and it’s requisites (images/js/css) like browsers do and shows nice detailed chart - so you can easily spot bottlenecks.
It's very detailed and accurate, supports a lot of features like Keep-Alive and HTTP-compression.

Also useful feature is that this tool can measure quality of internet link of your server.
