Four Organs Editor is a must-have tool for developers, mainly for programmers working on a front-end's HTML and CSS source code.

Created with jQuery and jQuery UI, the editor allows the user to edit a page's HTML and CSS code and update it in real-time to see the fruits of his labor.

After the desired result is reached, the developer can then manually copy & paste the HTML and CSS source to his real project file and make the changes permanent.

Editing code with the Four Organs Editor is not permanent, the code always being scraped whenever the page is reloaded or closed by accident.

Besides this little inconvenience, some might also find the lack of syntax highlighting a problem, but this can easily be corrected by integrating it with any source code highlighting plugin.

Is it better than Chrome Developer Tools ?

I don't think you can even compare them. Chrome Developer Tools is just for Chrome, while Four Organs Editor works with any browser, being a jQuery-based solution.
