It reflects only Hugh Hefner's subjective opinion about the starlet's looks, curves and public image. And this is exactly why Scarlett deserves to be on the number one position!

While 'Playboy' claims that Scarlett's title as the sexiest female celebrity is well deserved, the rest of the chart (meaning the remaining 24 positions) is made at random. There are no arguments given as to why the rest of the ladies are situated on one position or another. The bright side to this is that the reader can recompose the chart to his (or her?) liking, as long as Miss Johansson stays on top.
