Google Earth is no longer working on Ubuntu 13.10 (Saucy Salamander) and the problem is unlikely to be fixed soon.

Google Earth is one of the most interesting products from Canonical, but as it stands right now, it can't be used on the 64-bit version of Ubuntu 13.10 (Saucy Salamander).

Google has just updated the software and deb files are available for download. Unfortunately, the installation requires a library that has been deprecated, ia32-libs. Once a library has been deprecated, either a new one takes its place or the dependency is removed from the software.

It's unsure why Canonical chose to deprecate this particular library, especially because it's used to run 32-bit applications on 64-bit system. Whether this decision will have a greater impact than Google Earth remains to be seen.
