The team wants to include it for next year's version of the game

The team at Konami working on Pro Evolution Soccer 2014 announces that the upcoming football sim will not feature any sort of weather-based effects.

The reason is that the entire game is rebuilt using the Fox Engine created by the Metal Gear Solid team, and adding some elements was too complex for the version of the game that will be out this year.

Adam Bhatti, a community manager, is quoted by VideoGamer as saying, “This includes the pitch becoming slippery, ball bouncing, some elements to make the team used to that climate somewhat more power in terms of balance.”

Previous PES titles and recent FIFA games have implemented weather in the last few years, and fans will be disappointed to hear the Fox engine related news.

The new Konami sim is designed to increase focus on the psychic state of players and increase the feeling of realism.
