Only the country variant seems to be eligible for the upgrade

Microsoft started to deploy the Windows Phone 8.1 update for Nokia Lumia 1520 about a week ago, but only owners in India, Finland and the UK were able to download it.

It appears that the staggered rollout of the highly anticipated upgrade continues, as NokiaPowerUser reports Windows Phone 8.1 and Lumia Cyan are now available for download in Germany.

According to the cited source, only the country variant of Lumia 1520 is now eligible for upgrade, while the Vodafone version is still under testing.

Although Nokia Lumia Cyan’s support site still shows that Lumia 1520’s update is still “under testing” for both the Vodafone and country variant models, it appears that some owners have already been able to capture the update in Germany.

Since the rollout of the Lumia Cyan update has only started in Germany, we believe more Lumia 1520 users will be able to upgrade to Windows Phone 8.1 in the next couple of days.

Given the fact that these major updates are highly dependent on carriers, it’s unclear when exactly Vodafone customers will be able to download the Windows Phone 8.1 update with Lumia Cyan on their Nokia Lumia 1520 units.
