Rockstar isn't going to stop mods, just GTA Online ones

Rockstar Games confirms that it won't ban Grand Theft Auto 5 PC owners for using mods in the single-player campaign, as it only wants to stop illegal modifications that affect the GTA Online multiplayer in bad ways.

Grand Theft Auto 5 launched on the PC in April, and before that, Rockstar made it clear that it would take action against mods that disrupt its GTA Online multiplayer mode. However, once mods began to appear for the game to perform all sorts of crazy things, fans started reporting that they received bans or were transferred to the GTA Online cheater pool for using them.

What's more worrying, those who used single-player modifications were also reporting that they were being punished by Rockstar Games.

No bans are being given out for single-player GTA 5 PC mods

That isn't true, however, according to Rockstar Games, which goes a bit in depth on its website about its policy on mods for GTA 5 on PC.

First up, the studio acknowledges the dedication of PC users and says that, while its End User License Agreement forbids them, it won't take any intentional measures against those who use mods for the single-player mode. Instead, only GTA Online tools that give unfair advantages will be eliminated and its users punished.

What’s more, the studio confirms that recent updates that broke some single-player mods weren't intentional, so it's not actively going against tools made by the community.

"We have always appreciated the creative efforts of the PC modding community. To be clear, the modding policy in our license has not changed and is the same as for GTA 4. Recent updates to GTA 5 PC had an unintended effect of making unplayable certain single player modifications. This was not intentional, no one has been banned for using single player modifications, and you should not worry about being banned or being relegated to the cheater pool just for using single player PC mods."

As such, GTA 5 PC users should use mods if they want, but they have to make sure that they work only in the single-player mode, if they don't want to get punished by Rockstar.
