This latest version of Netrunner is based on KDE SC 4.10.5

Netrunner 13.06 SE (Stealth Edition), a GNU/Linux distribution based on Kubuntu 13.04, featuring KDE as the default desktop environment, and integrating many GNOME/GTK+ programs to make it Ubuntu compatible, has been released.

The Netrunner 13.06 distribution is based on Kubuntu, Ubuntu, and Debian core. The end result is a distribution that's very similar to a Windows environment, but which is completely different from everything else.

“The Netrunner Team releases the first prototype of Netrunner SE 13.06. SE stands for Stealth Edition as this version of Netrunner is shipped with privacy and security in mind.”

“This means that you are able to use the Internet more securely and possibly circumvent censorship. You are able to encrypt E-Mail messages with gpg and chat securely with your friends via text, audio or video. You can encrypt files and folders or use an encrypted home partition,” reads the official announcement.
