Microsoft has already announced that it would release Windows 8.1 on October 18, confirming that it is still on track to complete work on the RTM version later this month.

Now a new report by Neowin reveals that Microsoft is very likely to finalize Windows 8.1 RTM development on August 23, so OEMs could be provided with this final build in the last week of the month.

Microsoft hasn’t provided too many details on the RTM build, but it’s expected to come with plenty of improvements, including an updated Start button and revised Metro apps.

As far as MSDN and TechNet subscribers are concerned, it appears that Microsoft might very well delay the release of a Windows 8.1 RTM build, with unofficial reports indicating that developers are very likely to get it at about the same time as the rest of the world.
