It's unclear whether it will be part of the new firmware update

The team at Microsoft in charge of the Xbox One home console announces that it plans to soon launch a fix for the twitchy television playback problem that's affecting many users in the United Kingdom and in Europe.

Harvey Eagle, who leads the marketing division for the UK, tells TotalXbox that, "I can’t be precise with you today on a date, unfortunately. I can tell you it’ll be spring and therefore in just a matter of weeks we’ll have that matter fixed. And it is an important one to fix."

The problem exists because the Xbox One is designed to use the American 60 hz setting for television playback while some systems work at 50 hz.

The Xbox One has already received a major firmware update in the middle of February and another one is planned for March 4, designed to fix both matchmaking and the party system before the launch of Titanfall on March 11.
