Massive PlayStation Network Global Maintenance Starts Today

Sony has announced that its PlayStation Network online service will be entering a lengthy scheduled maintenance period later today all around the world, so some features or online multiplayer might not be available.

Ever since the PlayStation Network was hacked, Sony has increased the scheduled maintenance periods for the service in order to keep it secure and fully functional.

Now, the company is preparing for another session of maintenance and confirmed both on the North American and Europeane PlayStation blogs that the PSN will be offline between 16:00 GMT (8am PST) and 02:00 GMT (10pm PST) today, November 17.

During this period, you won't be able to do things like access the PlayStation Store, manage or register your PSN account, or play online, although if you sign into PSN before the maintenance starts, multiplayer might still work.

Expect normal PSN service to be resumed after the maintenance period ends.

Pretty sure this article says "16:00GMT" (4pm).
It's currently gone 14:35 (2:35pm) and I get a "Down For Maintenance" message when I try to log into PSN.
... Either you're 2 hours early or you forgot how to tell the time >.

well where do you live, it all depends because where i live it was down since like 11am

I think the times are messed up 16:00 GMT to 2:00GMT is only 10 hours but the 8 am to 10 pm PST is 14 hours
