The man was trying to annoy the Australian performer, his skin and clothes covered in silver paint and posing as a statue.
Statues aren't supposed to move, so one annoying tourist thought that that he could mess with his cowboy hat, touch his nose, and ears, and even give him a wet willie and get away with it.
I guess it was that last willie that sent the street performer over the edge, and it seems like the tourist wound up seriously hurt.
