Linux Mint 17.1 "Rebecca" KDE is based on KDE 4.14.3, but that was to be expected. This is the last version released in this KDE branch. It's unclear what will happen later with this Linux Mint flavor because that particular KDE branch will no longer be supported and a new one has been released already.
