It appears that Microsoft has indeed submitted Windows 9 to partners

A large collection of screenshots showing Windows 9 preview in action have reached the web earlier today in what appears to be the very first leak of the next operating system prepared by Microsoft.

Even though Microsoft has reportedly taken quite a lot of security measures to prevent leaks, it appears that all these screenshots have been made in a testing build submitted to partners, as the company has recently shipped such ISOs to a number of companies for evaluation purposes.

The build number of the testing build that provides us with these screenshots appears to be 9834.0.140908-0936.FBL_PARTNER_EEAP, but even though such information indeed exists, it’s difficult to determine the source of the leak.

Microsoft, on the other hand, wants to prevent leaked builds from hitting the web and has reportedly signed each testing version in order to make sure that partners won’t release it to users.

In case this does happen, the company would easily find the one who leaked it, and needless to say, this could lead to more serious consequences.

Earlier this year, Microsoft managed to send to prison Windows leaker and former employee Alex Kibkalo, who allegedly published Windows 8 builds to the web before the public launch.

Leaking Windows builds has obviously become a very risky thing these days, so getting our hands on Windows 9 preview before the public launch might not be possible this time.
