The actress was recently spotted walking around NYC accompanied by her two pet dogs, a pit bull and a boxer.
By the looks of it, Jessica Biel made the dogs wear shock collars, and is holding the remote control for these devices in her hand, Daily Mail reports.
The people who manufacture and market shock collars say that they do not harm the animals in any way.
However, many people disagree and say that those who feel that they cannot control their pets and need such devices should probably not get a dog in the first place.
