A retired police officer has been charged with rape and terroristic threats after two women claimed he abused them after making them take drugs.

Daily Mail writes that Richard DeCoatsworth of Philadelphia raped two women he left a party with on Thursday, May 16.

He allegedly “forced the two females to engage in the use of narcotics” beforehand, while threatening them with a firearm, police sources say.

Philly.com wrote in 2011 that DeCoatsworth retired as a hero, being shot in the face in 2007 during a pursuit.

In 2009, he sat next to first lady Michelle Obama during one of the president's addresses to Congress, and honor bestowed on him for his achievements on the force.

NBC Philadelphia notes that 27-year-old DeCoatsworth met one of the two women two weeks before the assault and forced her to become a call girl.

A raid at his 2700 block of Salmon Street residence in Port Richmond on Friday revealed drugs and weapons.

“I am scared to be saying this now but I hope he stays where he is at, he has been a thorn in the side of this neighborhood for so long,” one of his neighbors commented.

During his time on the force, he amassed Internal Affairs citizen complaints, shot a suspect on a motorcycle in Kensington claiming he tried to run him over.

He also prompted the death of another suspect in 2009. The man was killed by a second officer after DeCoatsworth claimed that he was trying to get his weapon away from him.

He was also investigated for an altercation with a co-worker during his time on the Highway Patrol Unit in 2011.

His bail was set for a record $60 million (€46.7 million), $25 million (€19.5 million) for each rape victim and an extra $10 million (€7.8 million) in a domestic violence case against his girlfriend, an incident reported on May 9.
