Hearts of Iron IV might have been delayed but the team working on the grand strategy title at Hearts of Iron IV is ready to offer more details on the mechanics of the game, specifically the way players will be able to affect the men that will fight for the country they choose to control.

Manpower has always been a crucial element of the series and gamers will see some big changes, with laws now controlling not a monthly increase but the percentage of the population that can be recruited overall.

Paradox Development Studio states, "Conscription laws also come with trade-offs in that recruiting more will impact efficiency of your industry and as you dig deeper and starts scraping the barrel of recruits their quality will drop requiring more training time to reach the same level of proficiency. The idea is to make it less clear cut than in HOI III where more men was always best at all times."

Hearts of Iron IV is also getting a new Army Planner feature, which allows gamers to manage their divisions and create templates for them.

A unit will be able to train as soon as it has men and some equipment, but its level of preparation will be limited if it only has restricted access to resources.

Gamers can choose to deploy a division in Hearts of Iron IV as long as it has 10 percent men and hardware, but it will be unable to pose much of a threat to enemy forces.

Hearts of Iron IV is also changing how experience works

In the coming grand strategy title gamers will deal with different levels of experience: Green Soldiers, Trained, Regular, Seasoned, and finally Veterans.

The final three will only be offered to units that see action in large scale exercises and, finally, in combat.

Training on the map costs equipment but can also give gamers experience to tweak their hardware, which is important for success in Hearts of Iron IV.

The game will also track experience for each division, and when it sustains losses, the title will take out the fresh recruits, simulating what really happened during World War II and allowing players to continue to use their most capable forces.

Hearts of Iron IV is set to be launched on the PC during the second quarter of this year.
