The BiHOCS will deliver command and control capabilities to the Ministry of Defense

HP can add yet another government contract to its portfolio now that HP Enterprise Services (the Former Electronic Data Systems, LLC) has finished setting up the BiHOCS. BiHOCS is the abreviation of the Bosnia and Herzegovina Ministry of Defense operations and command system.

The BiHOCS was built under ENCORE, the U.S. Defense Information Systems Agency contract vehicle. HP handled the design, preparation, deployment, implementation and sustainment stages of the center's development. The center will oversee crisis management and peace-support operations as well as daily operations, including those within the country's defense institutions.

“The Operations Center for Command and Control is the first of its kind in Bosnia and Herzegovina,” Dr. Selmo Cikotić, minister of defense of the Bosnia and Herzegovina Ministry of Defense, said.

The center was built with funds granted by the Foreign Military Financing account of the U.S. State Department. This account promotes U.S. National security but also provides services of defense and training for allies while encouraging closer military relationships between the United States and the countries on the receiving end. Tighter ties are also encouraged by the grants provided by the aforementioned account for the acquisition of U.S. defense equipment.

“The Operational Control System provides BiHMoD with the tools needed to effectively manage critical operations during emergency situations,” Dennis Stolkey, senior vice president of U.S. Public Sector for HP Enterprise Services, added. “HP is proud to work with the U.S. government to provide Bosnia and Herzegovina with the resources to efficiently manage military functions while subsequently bringing the country closer to its goal of becoming a NATO member.”

During the BiHOCS' implementation, HP assisted in the setting up of the network, supporting infrastructure and end-user equipment and even provided collaboration applications and administrator training. Now that it has been completed, the center will assist military organizations and manage the priority of civil responses.
