The official website of the University of the Philippines Cebu College (upcebu.edu.ph) has been defaced by “Phisher_Black,” a hacker who claims to be a member of the Guatemalan “Break Security” group.

According to Pinoy Hack News, this is not the first time when the site is hacked. It was first defaced on June 23.

Then, it was also defaced on July 4 and on July 6.

The site has been reportedly restored after the last breach by a hacker of Anonymous Philippines. However, at the time of writing, it appeared to be inaccessible.

Over the past few days, in addition to the University of the Philippines Cebu website, Phisher_Black has also defaced a German music website, a Vietnamese site, and a subdomain of RailsRumble, the site of a 48-hour programming competition for Ruby developers.
