One great thing about the web is that it's global, it's (mostly) the same for everyone. At least that's the theory; in practice, local governments censor what they don't like, sites serve different versions to different countries and so on.
Sometimes though, a bit of local customization is a good thing. Google Maps is a perfect example.
While the tool itself is the same for everyone, the map colors, icons, typography and so on changes depending on the customs and standards of the country being depicted.
The best example perhaps is the contrast between the colors used in Japan to the ones used pretty much everywhere else.
But even going from neighboring country to the other, street colors change slightly, road numbers and indicators change and so on.
