Google wants as many people using its ad tools as possible and a great, and largely untapped, market is all of the small businesses and local players. A small business owner is probably not that versed on online advertising.What's more, small business owners don't really have the time to fiddle with online ads or the resources to hire someone else to do it.
Which is why Google is always looking at simpler tools that can help less experienced users, like the AdWords Express tool which is now becoming available internationally in the UK and in Germany.
