Updates JavaScript engine, fixes ChromeOS-related issues

Google shipped a new build for Chrome Dev for all supported platforms (Windows, Mac, Linux and Chrome Frame). Besides updating the V8 JavaScript engine to version 3.9.13.0 the current release also tackles a few issues, several of them related to the ChromeOS version of the browser.

The modifications available in the new JavaScript engine include performance and stability improvements on all platforms (code kind check before preparing for OSR, pass zone explicitly to zone-allocation on x64 and ARM).

Among the most notable changes available in Google Chrome Dev 19.0.1061.1, there is adding remote file system support for File object by 'create-snapshot-first' approach. Fixing overlap of apps in NTP when deleting and reinstalling app, an issue affecting Linux and Mac, should not be overlooked either.

The stable channel has also been updated, to build 17.0.963.66, and fixes a critical JavaScript bug.
