The latest version of GTK+ can be downloaded from Softpedia

GTK+, a multi-platform toolkit for creating graphical user interfaces that provide a complete set of widgets, suitable for projects ranging from small one-off tools to complete application suites, is now at version 3.13.2.

This latest update for GTK arrives with a multitude of changes and new features, but this is understandable because this is a development release.

According to the changelog, interactive debugging support has been implemented, gesture support has finally landed, the GTK+ widgets can now draw outside their allocation zone, by setting a clip with gtk_widget_set_clip(), GtkStack has added a few more transition types, and the GtkProgressBar is now narrower

Also, outline-radius support has been added in CSS, “unset” and “all” have been implemented, icons are now used to render spinners, expanders and arrows, the latest xdg-shell protocol has been added, a number of older packages have been deprecated, GtkTreeStore no longer crashes when reordering elements, and quite a few bugs have been fixed.
