The news comes via the actor's IMDB page and he has also talked about his involvement with the new Rockstar title via his Twitter account.
Jeff Wincott has been mainly a television actor, with recent appearances in The Good Wife, Sons of Anarchy, Person of Interest and Blue Bloods.
He has also worked in mainstream movies, opposite Chris Pine and Denzel Washington.
It's unclear whether the character of Casey will also borrow the general appearance of actor Jeff Wincott.
GTA V was set to arrive during spring, but has been pushed back to September 17, when it will be offered on the PlayStation 3 from Sony and the Xbox 360 from Microsoft.
