Posada might have been a CIA agent in the 1960s and has been working alongside a few groups based in the Dominican Republic planning Fidel Castro's overthrow.
He had always denied his involvement in the 1976 bombing which killed 73 people.
Accusations for plotting a series of bomb attacks on Havana tourist spots in the 1990s led to his later arrest.
Posada's release from prison at a short time was the main reason for Cuba's breaking off diplomatic relations with Panama. (AP)
Both Cuba and Venezuela will formally submit requests for his extradition, as they regard Posada Carriles as terrorist.
