The games cost full price but only have updated rosters and kits

Electronic Arts has apparently confirmed that FIFA 14 will get a Legacy Edition for the Nintendo 3DS, PS Vita, Wii, and PS2 platforms that features only updated rosters and kits, with no new gameplay content or modes.

FIFA 14 is set to deliver a brand new experience on the PC, PS3, and Xbox 360 this week and will debut for the PS4 and Xbox One next-gen consoles in November.

The title will also appear in the form of a FIFA 14 Legacy Edition on the 3DS, PS Vita, Wii, and PS2, but this version will just have updated rosters and kits for the teams that are included in the game.

No new actual gameplay content or game modes are included in the FIFA 14 Legacy Edition, but it will still be sold at full price for each of the platforms, according to CVG.
