Microsoft hoped to rake in some quick cash when it released the Windows 8 operating system, but it got burned like everyone else.

With demand for personal computers sluggish, the company has had no recourse than reducing the price of its OS.

According to Digitimes, however, this is either coming too late or just isn't enough of an incentive for people to start buying more PCs again.

Intel's new chipsets have also been experiencing some heat, as PC chip suppliers say they failed to refresh the user experience.

And with even notebook brands expecting a drop in global demand (15% for 2013), there doesn't seem to be anything capable of revitalizing the PC market.

Currently, Microsoft is only offering licensing fee discounts on Windows 8 to notebook, tablet and hybrid device OEMs (original equipment manufacturers) and ODMs (original device manufacturers).
