Introduces splash screen for reaching storage quota

It is not unusual for Dropbox Experimental to be updated twice in a single day. But build 1.3.31 of the application comes a day after the release of its predecessor and it introduces some new elements.

The novelty in this revision is represented by two information screens. Both of them are inauspicious, as one is a splash screen that warns the user about reaching the allowed storage quota while the other alerts of running out of disk space and existence of corrupt files on photo import.

The previous revision introduced a splash screen for starting the application on Windows and improved the looks of the progress bar.

Minor repairs are also available in this build, as well as a more notable fix for the issues with attaching new devices on Mac systems.
