Features ID3v2 compliance modifications and overall repairs

It took only five days for foobar2000 1.1.13 to move from beta to the stable stage of development. And it looks like no major changes have been operated for this transition to occur.

As such, the modifications announced for the stable release remain the same. Foobar2000 1.1.13 aims at improving the application by eliminating various glitches from the previous stable revision as well as making some changes in order to increase its functionality.

It features ID3v2 compliance modifications that consist in allowing multiple TXXX again and the use of semicolon as a multiple genre separator. ID3v2.3 TYER/TDAT handling is also different, as it is now merged into one DATE field formatted as YYYY-MM-DD.

Repairs touch on the issue with incorrect volume control behavior when cycling output methods.
