The Silverlight 3 Offline Documentation, up for grabs via the Microsoft Download Center, brings to the table content necessary for developers leveraging the version 3 of the Redmond company's alternative to Adobe Flash in their projects. The resource has been packaged as a .ZIP file weighing in at 58.4 MB, which went live in the first half of July.
“The CHM is nice if you're offline plus it's faster than the online content, has an index, and only contains Silverlight content. The plan is to update this CHM at the end of every month, so stop by when you want to download an update. If you open the CHM and cannot view content, do the following to resolve the issue: Right-click the CHM file, and then click "Properties". Click "Unblock". Double-click the .chm file to open the file,” revealed a member of the Silverlight SDK team.

Developers looking for the resources online will need to turn to the Silverlight Developer Center, and navigate to the Silverlight 3 section.
