The February 2010 release

Microsoft has made available for download the February 2010 cumulative time zone update for Windows operating systems, a refresh designed to align the company’s platforms with daylight saving time (DST) changes in several countries worldwide. The update is designed to integrate seamlessly with Windows 7 and Windows Server 2008 R2, but also with older supported releases of Windows, including Windows Vista and Windows XP. The latest version of this update is set up to replace update KB976098, made available in December 2009. KB979306 supersedes KB976098 and introduces a number of changes outlined below, just above the download links.

“This update also includes additional time zone changes that were signed in to law after update 976098 was created,” Microsoft stated. “If you have already deployed update 976098, read the descriptions of the specific time zone changes that are addressed in this article to determine whether you must deploy this update immediately. If systems are not directly affected, you can schedule deployment at the next available opportunity.”

In order to make sure that their copy of Windows displays time information currently and consistently with time zones worldwide, users need to deploy the update as soon as possible. Microsoft builds all DTS updates as cumulative update rollup packages. In this regard, users should know that the February 2010 cumulative time zone update for Windows operating systems (KB 979306) contains a variety of refreshes released previously including KB928388, KB929120, KB933360, KB942763, KB951072, KB955839, KB970653 and KB976098.

Microsoft enumerated the “changes [that] were made since the previous Windows cumulative time zone update:

Bangladesh Standard Time: Creates the Bangladesh Standard Time time zone with the display name of ‘(GMT+06:00) Dhaka.’ Introduces DST.

Central Asia Standard Time:

Removes ‘Dhaka’ from the ‘(GMT+06:00) Astana, Dhaka’ time zone.

Central Brazilian Standard Time: Replaces ‘Manaus’ with ‘Cuiaba’ for the ‘(GMT-04:00) Manaus’ time zone.

Fiji Standard Time: Introduces DST. Removes ‘Marshall Is.’ from the ‘(GMT+12:00) Fiji, Marshall Is.’ time zone.

Mauritius Standard Time: Removes DST.

Pacific Standard Time (Mexico): Removes ‘Tijuana’ from the ‘(GMT-08:00) Tijuana, Baja California’ time zone.

SA Eastern Standard Time:

Adds ‘Fortaleza’ to the ‘(GMT-03:00) Cayenne’ time zone.

SA Western Standard Time:

Adds ‘Manaus’ to the ‘(GMT-04:00) Georgetown, La Paz, San Juan’ time zone.

Samoa Standard Time:

Introduces DST. Removes ‘Midway Island’ from the ‘(GMT-11:00) Midway Island, Samoa’ time zone.

UTC+12: Creates the UTC+12 generic time zone without DST.

UTC-11:

Creates the UTC-11 generic time zone without DST.

UTC-02: Creates the UTC-02 generic time zone without DST.”
